TALLAHASSEE – Public interest groups Progress Florida and Florida Watch today unveiled their 2026 “People First” Report Card, grading state legislators on key floor votes cast during this year’s regular and special legislative sessions. Each legislator received a score and corresponding letter grade based on their votes across a wide spectrum of issues including voting rights, affordability and the economy, healthcare and reproductive freedom, civil rights, education, climate change, protecting public lands, immigration, and more.
Lawmakers who consistently voted to put “People First” earned a passing grade. Scores and grades were tabulated based on 29 key floor votes in the House and 24 in the Senate. The “People First” report card gives Floridians a valuable tool for determining if their state legislators are fighting on behalf of their constituents or are acting at the behest of powerful corporate lobbyists working against the public interest.
Some of the bills voted on that factored into lawmaker grades include Redistricting with Partisan Congressional Maps (H 1-D/SB 8-D), Elimination of Property Taxes (H 1-F/CS/SJR 2-F), Abusers’ Bill of Rights (HB 289/SB 164), School Vaccinations Rollback (SB 1756), Banning Local Government Clean Energy Programs (HB 1217), AIDS Drug Assistance (HB 697), Voter Purge Bill (HB 991), and more. “Gov. DeSantis and legislative leadership should have been laser-focused on Florida’s affordability crisis, which is putting the American Dream further out of reach for many families,” said Progress Florida Executive Director Mark Ferrulo. “Instead, they spent much of the session fighting amongst themselves and chasing clicks in the far-right corners of social media, rather than offering practical solutions to help our communities.”
“The good news is that Floridians have many lawmakers to thank for putting ‘People First’ and helping derail some of this year’s most dangerous legislation,” added Ferrulo. “Our Report Card aims to shine a spotlight on these people-first champions in the legislature.”
“Floridians desperately need serious lawmakers who are focused on enacting practical ways to improve our lives,” said Natasha Sutherland, Executive Director of Florida Watch. “The ‘People First’ Report Card is a great tool for Floridians to discern whether their state legislators are truly working for them, or captive to wealthy donors and hyperpartisan politics.”

Among many high profile votes, this year’s report card scores the vote to change Florida’s congressional maps ahead of the 2026 midterms for partisan purposes, a vote demanded by President Trump and Gov. DeSantis.
“The gerrymandering of maps flies in the face of the Florida Constitution and voter-approved Fair Districts amendments,” added Sutherland. “It is nothing more than a political power grab that will harm voters and waste precious taxpayer dollars, while doing nothing to solve the affordability issues impacting Floridians.”
Note: Four state lawmakers, Senator Gruters and Representatives Antone, Daniels, and Joseph, were not assigned a grade due to a number of prearranged or unexcused absences on scored bills.
