The Director Public Policy is responsible for developing and implementing strategies to advance the policy interests of Planned Parenthood in Florida. This includes policy monitoring, analysis, education, strategy and relationship building with coalition partners and elected officials. They monitor legislation, regulations and policy initiatives to protect and promote access to reproductive health care and sexual health education and provide policy recommendations to increase access to healthcare.  They serve as the organization’s primary contact with members of the state legislature, legislative and administration staffers and policy experts in various organizations. They lead the development and execution of a coordinated state plan that maximizes the resources and effectiveness of all partners and reduces duplication of efforts in the areas of legislative affairs. They advise the organizing program to build grassroots support for policy initiatives. The position supervises the Legislative Manager.  The position is based in Tallahassee and requires travel around the state as needed.

  • In collaboration with the VP of Public Affairs and the organizing team, develops and implements a comprehensive legislative/ policy strategy to protect and promote access to reproductive health care and sexual health education at the state level.
  • Cultivates and stewards critical relationships with state elected officials and their staff through regular personal visits, correspondence, phone, etc.
  • Represents Planned Parenthood’s mission and policy positions when speaking to external audiences.
  • Educates members of the state legislature and their staff on reproductive health and related legislation and serves as Planned Parenthood’s "voice” at the state Capitol.
  • Identifies members of the legislature who need additional information and education from their constituents.
  • Monitors legislative development and activities and provides Planned Parenthood affiliates with the latest information regarding legislative activity and coordinates efforts to mobilize activities in support of the organization’s policy positions.
  • Represents Planned Parenthood in Florida in legislative caucus meetings, at the statewide c3 table and other state-based coalitions focused on policy initiatives.
  • Responsible for monitoring state health policies, rules and regulations and working collaboratively with operations teams to identify impacts to Planned Parenthood business in Florida.
  • Writes policy analysis, summaries and talking points on Planned Parenthood issues for members of the legislature, their staff, affiliates and coalition partners.
  • Writes reports, fact sheets, activist alerts, and work plans.
  • Protects the confidentiality of Planned Parenthood clients, donors, board, and all areas of operation.
  • Develops timelines and budgets for assigned programs and ensure that tasks are completed on time and within budget.
  • Supervises the Legislative Affairs Manager.
  • Participates in state and national conferences and trainings to develop and teach skills.
  • Ensure compliance with conditions of 501(c) (3) guidelines for approved activities and all other legal compliance and reporting requirements.
  • Protects the confidentiality of Planned Parenthood clients, donors, board, and all areas of operation.
  • Performs other duties as assigned.

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (20-25 pounds).  Tasks may involve extended periods of time at a keyboard, telephone or workstation; walking for up to 3 hours (e.g., canvassing, parades); periods of time outdoors in variety of weather (e.g., canvassing, parades, tabling, etc.); and   lifting and transporting tables and boxes of materials for outreach work.
  • Bachelor’s degree required, Master’s degree preferred from an accredited college or university in Women’s Studies, Political Science, Public Policy or another closely related field.
  • A minimum of five-seven years of relevant work experience.
  • Experience developing and maintaining credible and productive relationships with elected officials, coalition partners, media and managing rapid/crisis response.
  • Experience creating and executing detailed work plans and coordinating multiple stakeholders.
